Two kittens, thought to be about four-weeks-old, have been abandoned by a road side in Shropshire.
They were discovered in a cardboard box by the A5 in Oswestry on Monday, the RSPCA said.
RSPCA Insp Chris Dunbar said the kittens had been found by a council worker who then took them to an animal welfare centre.
"Unfortunately, it happens on an all too regular a basis, particularly with unwanted kittens," he said.
The kittens, who were too young to be taken away from a mother, have been adopted by a cat with her own litter.
Insp Dunbar said people should get their adults cats neutered.
